Indeed it is, Jan.
These figures have a complicated history - it's a WHW (Winterhilfswerk des deutschen Volkes or Winter Relief of the German People) figure. The WHW was a Nazi organisation that sent young people out to collect donations for people in need, and little figures were given to those who donated. In itself a charity like that is fine, but it was discriminatory (only "Aryans" were eligible for aid) and part of a criminal dictatorial regime. The little figures are very attractive and often turn up at flea markets and on German ebay.
